AI Governance Framework
The system of rules, standards, oversight bodies, and enforcement mechanisms that governments build to manage frontier AI development and deployment, covering who can build, under what conditions models can be deployed, and who has authority to restrict or require access.
Content Credentials
A cryptographically signed provenance record that travels with a piece of media to say how, when, and by whom it was created or modified, including whether AI was involved.
Covered Frontier Model
A regulatory category created by President Trump's June 2, 2026 executive order for frontier AI models whose cybersecurity, biological, or persuasion risk is high enough to trigger a voluntary federal pre-release evaluation.
Cyber-Permissive Model
An AI model specifically trained or fine-tuned to perform offensive and defensive cybersecurity tasks that standard consumer AI safety filters would normally block.
Pre-Deployment Evaluation
The practice of an outside party, often a government body, testing a frontier AI model for dangerous capabilities before it is released to the public.
Regional AI Anchor
A frontier lab's in-country presence that links its models to a nation's regulator, top enterprises, and research universities so the stack becomes the default path for everyone downstream.
Sovereign AI
The practice of governments running their own LLM training and inference infrastructure inside national borders to keep model weights, data, and compute under domestic jurisdiction.
Sovereign Training Stack
A frontier model whose complete training dependency chain (accelerators, interconnect, orchestration, storage, deployment) is sourced from a single nation's domestic supply chain, so that no foreign export-control regime can gate it.
